A shared Energy Performance Contract (EPC) model adapted to rural municipalities is currently being tested in Auvergne-Rhône-Alpes, in the territory of the Urban area of Porte de l'Isère (CAPI).
The EPC allows energy renovation works, whose impact in terms of energy saving is guaranteed contractually. Developed as part of the European project STEPPING, the model tested focuses on five schools, emblematic buildings of local authorities, whose renovation allows to enhance the public heritage while creating local activity.
Within the STEPPING project, the CAPI is testing a “grouped EPC " for schools, in five municipalities on its territory, bringing its technical, legal and financial expertise. Until the end of 2018, municipalities have to choose works to be carried out on their schools. The EPC should be deployed in 2019, for works on buildings or on the systems (ventilation, heating…). The planned investments range from € 760 k€ (work on the systems) to € 1,9 M€ (works integrating systems and buildings), for energy savings ranging from 25% to 77%.
