Sharing experience between AURA-EE, the AREC Occitanie and the SPL OSER: how to transpose good practices from the Auvergne-Rhône-Alpes region to the Occitanie region?

In the framework of the STEPPING PLUS project, AURA-EE and the AREC Occitanie have jointly worked on the development of energy performance contracts and focus on the accompanying of local authorities in the implementation of EPCs.

On the 17th of November, AURA-EE and the AREC Occitanie met in Lyon with the SPL OSER representatives to exchange on their experience in accompanying local authorities for the implementation of EPC contracts in the Auvergne-Rhône-Alpes Region. Created in 2013, the SPL OSER has a status of local public company, such as the AREC Occitanie – apart from a few differences. This common model allowed exchanges about legal and financial opportunities.

Several outputs came out of the exchanges, Philippe Truchy (SPL OSER representative) presented its experience (projects supported by the SPL OSER) and highlighted the different elements required to accompany local authorities in the implementation of EPCs, such as:
•    The development of technical and financial internal skills required for the implementation of EPC contracts;
•    Scooting for financial aids ;
•    The need of a strong cooperation with local authorities for every step of the project (from audits to exploitation)  
•    The development of tools and methodologies that could be reproduced from a project to another.

In conclusion, sharing experiences and good practices opened new perspectives and opportunities for the AREC Occitanie in the support of local authorities in the implementation of EPC projects. However, internal discussions still need to be conducted to study how those good practices could be transposed for the Occitanie region. The implementation of the STEPPING PLUS project as well as the cooperation with AURA-EE will contribute to the reflection in the incoming months.
