Piemonte Region and EnviPark carried out the training dedicated to municipalities and professionals
“Energy refurbishment of public buildings by using Energy Performance Contracts”, this was the title of the training activity carried out in April 2019 by Piemonte Region and EnviPark and dedicated to municipalities officials and to professionals (architects and engineers).
The training was organized in cooperation with the Piemonte Architects Foundation. It was structured in 3 modules of 4 hours each which took place the 2nd, the 4th and the 9th of April. Both in terms of numbers, 25 participants, and of persistence, the participation to the training was good. Modules were held mainly with frontal presentations, nevertheless, participants were solicited to be interactive by asking questions and answering to Sli.do surveys.
The training main objective has been to boost the adoption of EPC investment schemes for energy refurbishment of public buildings. The topics covered have been: general aspects and best practices; technical and economic aspects; legal and administrative aspects.
The audience was diversified: about half of the persons already knew, more or less deeply, EPC mechanisms, while the others have only a vague or no knowledge. During classes participants had the opportunity to test the EPC Simulation Tool developed by the project, which is already freely available on the STEPPING website. The main objective of this tool is to find different investment scenarios that would balance the public and private interest in making the investment. The interaction between participants and teaching staff was quite active in this way giving further contributions to the themes developed by the training. During the training some surveys by using Sli.do were launched. In this way it was possible to have helpful feedback from the attendees.
The majority of the participants thinks that EPC can be useful for energy refurbishment of public buildings, but perceives them as very complex contracts, quite difficult to be triggered. Speaking about the perceived obstacles to EPC diffusion they mainly mentioned some LAs internal problems as: lack of know-how and qualified personnel, need of technical, administrative and legal support; complexity of the procedures. Other barriers can be the doubts on the real economic advantages of EPC and the need of policy makers involvement.
Overall the training received a good evaluation by the mentees and was a really helpful experience also for Piemonte Region and EnviPark.
